Electrical Engineer II - Interconnections

 
Summary

The Electrical Engineer directs, monitors, and controls the conceptual engineering, design, for System Impact Study and Facility Study phases of new interconnection projects, new transmission projects, and conventional facility modifications.

Responsibilities
  • Provide technical leadership in state-of-the-art engineering and analytical techniques.
  • Coordinate with internal NYPA stakeholders, NYISO, developers, AE firms for the facility study design and conceptual design for the generator connection of NYPA transmission facility modification
  • Lead site walk to identify Point of interconnections change of ownership risk in construction, O&M activities after asset turnover
  • Coordinate with NYPA environmental, transmission planning and transmission operations, NYPA sites and NYPA legal to develop NDAs, facility study agreement, cost-reimbursable agreement
  • Lead and coordinate with Engineering, Design, SSM, Legal, Environmental, NYPA site owners to draft and execute Interconnection Agreement.
  • Develop and review responsibility matrix for the facility study and Interconnection agreement.
  • Prepare purchase Req for AE support.
  • Prepare project request and coordinate with OPMG to generate project number and WBS codes for cost tracking.
  • Coordinate with OPMG and accounting to monthly invoice the NYPA incurred cost 
  • Review FES scope, FES report, SRIS scope and reports and FES scope and reports
  • Perform power flow and transient simulations using PSSE, TARA, EMTP
  • Coordinate with NYPA engineering, design and sites, to provide asset information, drawings, and standards for interconnection to NYPA transmission or generation facility.
  • Ensure FAC 001, 003 compliance are met in the facility study report
  • Direct and oversee all in-house/ consultant activities relating to engineering, design, and procurement activities of the project, including review that work is carried out following technical requirements and schedules.
  • Ensure designs and specifications are reviewed so they meet the Authority’s technical requirements; all deliverables adhere to accepted standards established by the Authority.
  • Review and concur in AE and vendor invoices to ensure that all charged items are chargeable under the terms of the agreement and that expenses are both appropriate and at the correct level of detail.
  • Provide engineering and construction input to Licensing in the preparation of licensing for CLCPA goals.
  • Develop and review equipment and material specifications and bid documents.
  • Evaluate bid proposals and prepare recommendation for the award.
  • Review invoices, approve of technical submittals, monitor delivery schedules and manage all technical changes.
  • Implement and comply with Configuration Management Policy.
Knowledge, Skills and Abilities
  • Ability to develop complex engineering specs and perform intricate studies.
  • Strong background in substation and transmission line design, engineering and construction.
  • Aware of changes and advancements in the industry and develop industry-wide expertise.
  • Understand how Electric Utilities interact with outside organizations, including other utilities and regulatory agencies, and with interconnecting developers.
  • Familiar with budgets, costs, rate structures, and policies.
  • Excellent presentation and interpersonal skills.
  • Ability to investigate what is not intuitive and to develop solutions to non-routine problems.
  • Familiarity and knowledge of use of PSSe, TARA.
Education, Experience and Certifications
  • Bachelor of Science Degree in Electrical Engineering from a school accredited by the Accreditation Board for Engineering and Technology (ABET).
  • Master’s in Electrical Engineering, preferred.
  • Minimum of 7 years of engineering experience.
  • Minimum of 3 years in project management.
  • New York State PE, preferred.
  • Experience with NYISO interconnection process, preferred
  • Experience with substation and transmission project development and execution.
  • Experience in project and proposal development for electric utility projects.
  • Experience with large scale renewable projects, desired.
