The (Sr.) Engineer/Program Manager will work closely with the Interconnection Planning Analysis (IPA) group to improve the efficiency of their work functions in support of the PJM Interconnection Process. The PJM Interconnection Process involves the study of various types of New Services requests which are submitted by Project Developers. The proposed interconnections are evaluated by the IPA group for compliance with NERC and RFC standards as well as PJM and Transmission Owner planning principles. The Sr. Engineer/Program Manager will support the main goals and objectives of the IPA department by managing study activity, coordinating work with other PJM departments and neighboring Independent System Operators (ISOs), communicating with Project Developers, as well as monitoring and reporting group progress.

Essential Functions:
Monitor the Interim Deliverability study process to ensure all requests are captured and studied appropriately. Coordinate schedules with PJM Markets and communicate results to Project Developers.
Coordinate and facilitate meetings with neighboring ISOs on required Affected Systems studies for new interconnection requests.
Manage the maintenance of the base case load flow models used for analysis by IPA.
Support data reviews for new interconnection requests prior to inclusion in base case model for analysis.
Monitor project change requests and ensure timely responses to Project Developers.
Implement and maintain a performance metrics tracking program.
Support necessary revisions to the PJM Tariff regarding the interconnection analysis process.
Support PJM business practice manual development, updates and communication to stakeholders.
Identify, coordinate and assist with the development of process improvements.
Support other Project Management activities for the IPA group monitoring scope, cost, invoice processing and schedule.
Prepare reports and presentations to support activities of the IPA group.
Work with other members of the System Planning Division to resolve process coordination issues.
Characteristics & Qualifications:
Required:
BS degree in Engineering, Electrical Engineering, Mechanical Engineering or equivalent work experience
At least 5 years of work experience
At least 5 years of experience in an advanced project or program management role.
Ability to produce high-quality work products with attention to detail
Experience in quantitative and qualitative analysis
Ability to use mathematical and electrical theory
Ability to troubleshoot and provide technical support
Preferred:
MS degree in Engineering
Experience with PJM operations, markets, and planning functions
Experience using PSS/e (power system analysis program)
