Basic Function:
New Jersey Natural Gas is seeking a Rate and Regulatory Analyst to review and analyze filings of Federal Energy Regulatory Commission (FERC) regulated entities; including natural gas interstate pipelines, storage facilities and intrastate pipelines. Evaluate cost of service, rate design and operational impacts. Prepare comments and make recommendations on company positions or action items.
Major Responsibilities:
• Gain an in-depth knowledge and expertise of FERC regulated entities tariffs; including rate design, cost of service, service agreements and general terms and conditions
• Assist in providing rate and revenue requirement information to prepare gas-cost studies
• Assist in preparation of cost and issues analysis of FERC regulated entities cases, tariff amendments and certificate filings
• Assist in the preparation of data requests and responses, exhibits and testimony for FERC regulated entities rate cases
• Review service agreements with operations team for changes pursuant to orders and renegotiations
• Represent the company in FERC regulated entities cases and meetings
• Monitor daily postings for all FERC Orders and Decisions that could impact the company
• Notify legal counsel of proposed filings, settlements, decisions and interventions that impact the company and seek legal interpretation when necessary.
• Communicate proposed changes in tariffs and rates to personnel in NJNG and NJRES and seek recommendations when needed
• Assist in maintaining fiscal year status of NJNG and NJRES FERC interventions
• Maintain strong relationships with interstate pipeline and storage staff
• Develop cooperation with stakeholders from other utilities to foster good relationships and teamwork
• Participate in customer groups and represent the Company’s positions. Work with group on co-sponsoring consultants, testimony, etc.
• Review industry periodicals to maintain knowledge of changes that could affect NJR.
• Assist with current and historical rate sheets for NJNG and NJRES and maintain data in GMS system rate table
• Notify appropriate company personnel of pending pipeline refunds, verify pipeline refund filings regarding compliance with orders and distribute work papers to the appropriate personnel
• Represent the Company at AGA (American Gas Association) meetings; monitor cases and issues, white papers and positions filed by AGA
• Represent the Company at North American Energy Standards Board (NAESB) meetings; monitor issues for potential Company impacts
• Represent the department on gas supply issues on ad-hoc committees.
• Provide assistance in all internal and external company audits for various types of data requests.
• Maintain effective internal and external contacts. Work in the spirit of cooperation that fosters teamwork and a sense of responsibility
Position Specifications:
• Bachelor’s degree in accounting, business, economics, legal, engineering or other related field required
• Two to four years of experience in gas industry or regulatory field preferred
• Excellent analytical, oral, organizational and written communications skills with the ability to meet multiple deadlines.
• Proficiency with Word and Excel required
• Travel required up to 20%
