This position will be responsible for preparing data reports, submittals, and invoices to meet contractual obligations, regulatory requirements, or internal analysis needs. The successful candidate will have the opportunity to influence the strategic direction and fiscal performance of our hydro-powered, locally-owned electric utility and will be given the chance to develop professionally. The District is seeking someone who is detail-oriented, professional, collaborative, and has an analytical disposition; experience in the electric utility industry is not required.

Compensation range is $65,246 to $95,693 and will be based on qualifications and experience.

ESSENTIAL FUNCTIONS

 

·        Understand District power contracts and resources, prepare contract submissions, calculate settlements based on contractual arrangements, and recommend strategies to maximize the value of contracts and resources.

·        Prepare data reports, submittals, and invoices to meet contractual obligations, regulatory requirements, or internal analysis needs. Maintain a comprehensive list of all reports and submittals and review deadlines with Manager monthly.

·        Import and process month-end data to calculate industrial invoices based on power supply contracts.

·        Prepare and send power invoices to industrial customers and wholesale counterparties.

·        Independently verify and error check power invoices received by the District for accuracy based on the contractual relationship with the counterparty.

·        Communicate with wholesale counterparties and scheduling agent.

·        Develop data quality management tools (queries, reports, data connections, etc.) and collaborate with coworkers to implement them.

·        Work with cross-functional team to identify opportunities to utilize Advanced Metering Infrastructure data to add value or solve problems for the District.

·        Manage, update, and validate power department’s SQL database.

·        Develop and maintain data queries used by coworkers in tools used for analysis.

·        Demonstrate effective decision making in areas of responsibility. Support and present positive attitude for all directives and decisions of the District. Foster and support collaboration among peers, staff, and teams to ensure the effective and efficient achievement of goals and objectives.

·        Interact successfully and work effectively while displaying professionalism, a cooperative attitude, open communication, and respect with all levels within the organization, outside agencies, consultants, customers and the general public.

 

ADDITIONAL FUNCTIONS 

·       Support and comply with safety leadership and all safety programs within the District.

·       Maintain a cooperative and approachable attitude with internal and external customers.

·       Attendance at in-house meetings and other business meetings will be required.

·       Seek opportunities to streamline process and workflow.

·        Perform other related duties as assigned for which they are qualified, and all other duties as assigned.

*NOTE: All Clatskanie PUD employees are expected to work varying amounts of unscheduled overtime during power restoration activities or scheduled overtime required to accomplish special projects.

 

KNOWLEDGE, SKILLS AND ABILITIES 

·        Strong organizational skills, attention to detail, and highly skilled at error checking.

·        General statistical aptitude.

·        Database query techniques, especially Structured Query Language (SQL).

·        Developing, testing, and using SQL queries, reports, and data connections in Excel files

·        Complete assignments in an appropriate time period.

·        Strong analytical skills, problem solving skills, intellectual curiosity, and ability to learn and adapt to new systems, methods, and process changes.

·        Professional demeanor that faithfully and consistently represents the District in all aspects of job responsibilities including day-to-day interactions and when representing the District’s interests in business meetings.

·        Good reasoning and judgment to maintain confidential information.

·        Ability to receive guidance and supervision, follow work rules, safety practices, work procedures, and meet punctuality and attendance standards.

·        Ability to communicate well both orally and in writing.

PHYSICAL DEMANDS

·        Frequent walking, standing, and sitting.

·        Extensive use of a personal computer requiring sitting for extended periods of time, adequate eyesight for viewing and manual dexterity.

·        Ability to exert 50 pounds of force occasionally, and/or in excess of 20 pounds of force frequently, and/or in excess of 10 pounds of force constantly to move objects.

·        Hearing and speech must be adequate to communicate with other employees, personnel from outside agencies, and the general public, in person and on the telephone.

 

Working Conditions

·       Work will normally be performed in an office setting with extended periods of sitting and extended periods of time working at a computer station. The required dress is that of a professional that is presentable to the public and appropriate for the position. ·        Occasional exposure to all weather conditions with related road conditions, when traveling, may be encountered.

·        Must be able to work long hours in stressful conditions such as assisting in restoring power during storms, emergencies, other power outage situations, or special projects.

 

MINIMUM QUALIFICATIONS

Sufficient education, training, and/or related work experience to possess the required knowledge, skills, and abilities, which would typically be acquired through:

 

·        Completion of a Bachelor’s Degree in an applicable major, for instance: Information Systems, Data Sciences, Computer Science, Economics, Accounting, Business, Applied Mathematics, or Engineering.

·        Proficiency in querying data from relational databases (like Oracle or SQL).

·        Mathematical abilities in the practical application of algebra and statistics. 

·        Must be able to communicate effectively both orally and in writing; comprehend and use English effectively including producing all forms of communications in a clear, concise, and understandable manner to intended audiences.

·         Punctuality and regular attendance is required.

·         Proficiency in the use of computers is required, including the use of Microsoft Office applications.
