Position Summary

Western Resource Advocates (WRA) seeks a driven Transportation Electrification Policy Analyst to accelerate the electrification of transportation systems in the Interior West. WRA’s Clean Energy Program pursues transportation electrification policies in order to reduce greenhouse gas (GHG) emissions, air pollutants, and create economic opportunities in the Interior West. This position will focus on developing and advocating for policies and mechanisms which will support the rapid electrification of western transportation by accelerating the build out of electric vehicle (EV) charging infrastructure, increasing access to EV models, ensuring EVs are well integrated into the electric grid, increasing customer awareness of the availability and benefits of EVs, and increasing access to the benefits of electrified transportation for historically underserved communities. The position will also entail building and maintaining relationships with a diverse set of partners and building coalitions in order to achieve policy objectives. The Transportation Electrification Policy Analyst is an exciting opportunity to shape state-level policy in a rapidly developing field in order to help build a clean, sustainable future for the communities and economies we enjoy in the Interior West. This position will report to the Transportation Electrification Manager, with opportunities to learn and grow while working with other Clean Energy professionals across the region.
 

Location

This position can be based in Albuquerque, NM; Santa Fe, NM; Boulder, CO; Denver, CO; Carson City, NV; Las Vegas, NV; Phoenix, AZ; or Salt Lake City, UT. This position has the option to work from one of WRA’s offices (in Boulder, Denver, Santa Fe, Phoenix, Salt Lake City or Carson City), or remotely from any of the metropolitan areas listed above.

WRA employees are strongly encouraged to work from home during the COVID-19 pandemic.

Responsibilities and Activities

POLICY DEVELOPMENT AND ADVOCACY

  • Develop and advocate for policies and mechanisms to promote transportation electrification and GHG emission reductions from the transportation sector in the Interior West.
  • Represent WRA in regulatory, legislative, and other policy forums, including through written testimony, oral presentation, and cross-examination.
  • Analyze transportation electrification policies in order to understand their overall feasibility, emission reduction potential, and impact on the electricity grid.
  • Remain up-to-date on advancements in EV technology, state and regional policy developments, and changing federal policy landscape.
  • Provide input and help draft legislation to support transportation electrification.
  • Negotiate and draft complex settlement agreements.
  • Assist with guidance of outside technical and legal consultants.

RELATIONSHIP BUILDING

  • Work directly with the region’s electric utilities, electric vehicle charging industry, state and municipal governments, consumer groups, the environmental community, and other stakeholders to advance policies aimed at accelerating transportation electrification.
  • Identify and manage effective coalitions of diverse partners to achieve results.

INTERNAL COORDINATION

  • Collaborate with WRA program and Communications staff to produce and disseminate materials that effectively communicate our mission, goals and the results of our work to external audiences.

TRAVEL

  • Occasional travel to meetings and events, generally within the Interior West (post COVID-19).
Required Qualifications

POLICY DEVELOPMENT AND ADVOCACY

  • Proven experience working on transportation, energy, environmental or other policy issues.
  • Background in economics, business, public policy, environmental policy, or related disciplines.
  • Excellent analytical skills.

COMMUNICATON SKILLS

  • Strong written and oral communication abilities.
  • Comfort and skilled in communicating with a variety of policymakers, constituencies and audiences.
  • Ability to build relationships and collaborate effectively with a variety of stakeholders.

  • Experience testifying as an expert witness before administrative and regulatory agencies is desirable.
Salary and Benefits

Salary range for this position is $55,000-$75,000; salary depends on relevant experience and new staff rarely start at the top of the range. WRA’s excellent benefits package includes health, dental, and vision coverage, a 401(k) retirement plan, life & disability insurance, 3 weeks paid vacation leave, sick leave, parental leave, sabbatical leave after five years; and an RTD EcoPass for staff in the Denver/Boulder metro area. Position is full-time exempt.
