Attorney General Maura Healey is looking for a highly motivated and skilled attorney to join her team as Deputy Division Chief in the Office of the Attorney General’s Energy & Telecommunications Division (ETD).

ETD advocates on behalf of the customers of Massachusetts’ electric, gas, telephone, and water companies.  See G.L. c. 12, § 11E.  ETD’s advocacy covers a wide range of topics, including:

·       The rates, charges, and prices paid by Massachusetts consumers;

·       Electric vehicles and storage;

·       Offshore wind and hydroelectric procurement;

·       Gas pipeline infrastructure and planning;

·       Consumer protection;

·       Electric and gas service quality;

·       Renewable energy and distributed generation;

·       Grid modernization and climate change preparedness;

·       Energy efficiency and demand response;

·       Solar generation and net metering; and

·       Storms and emergency response.

ETD represents consumers in state and federal courts, as well as administrative regulatory bodies, such as the Massachusetts Department of Public Utilities (DPU), Massachusetts Department of Telecommunications and Cable, the Federal Energy Regulatory Commission (FERC), and the Federal Communications Commission.  ETD also represents ratepayer interests in the New England Power Pool stakeholder process and chairs the Consumer Liaison Committee at ISO-New England.

Primary Duties:  The Deputy Division Chief is responsible for assisting the Division Chief in supervising and directing the activities of a Division of approximately 20 employees, consisting of Assistant Attorneys General, Financial Analysts, Paralegals, and support staff.  Supervisory responsibility will include overseeing the litigation of matters at the DPU, FERC, Superior Court, and other ETD matters.  Responsibilities will also include, but not be limited to:  assisting the Division Chief in assignment and tracking of Division’s cases and in the day-to-day management of the Division; supervising paralegals and support personnel; preparing activity reports; reviewing and editing Division work product; overseeing the Division’s consumer complaint and outreach efforts; overseeing the Division’s technology and case tracking systems; and assisting the Division Chief on press and legislative issues.  In addition to management responsibilities, the Deputy Chief’s responsibilities include serving as lead attorney on selected cases or policy initiatives. 

Position Requirements:  At least five years of experience as a practicing attorney, including at least four years of experience in public utility regulation, telecommunication, or other energy-related practice, is required.  Strong writing, editing, and verbal communication skills are also required, as is the ability to work well and within a team in a fast-paced environment.  A demonstrated ability to quickly and successfully learn previously unfamiliar concepts and material is preferred.  Must be admitted to the Massachusetts bar.  The successful candidate will be able to demonstrate a connection to the people and communities we serve, and an interest in supporting a respectful and inclusive work environment.

Salary:  Commensurate with experience.
