Director of Energy Programs

Energy Trust of Oregon is an independent nonprofit organization dedicated to energy efficiency and renewable energy development.

Primarily funded by ratepayers in Oregon utilities with an organizational budget of $206.5 million in 2021, we serve 1.6 million Oregon customers of Portland General Electric, Pacific Power, NW Natural, Cascade Natural Gas and Avista. These customers are renters, homeowners, commercial business owners, property managers, schools, agricultural operations, small to large industrial facilities, and local governments and community organizations. Since 2002, customers have saved $3.4 billion on energy bills from efficiency retrofits, high-performance new construction and renewable energy systems installed at 718,000 locations and purchased through retail and distributors.

These dollars recirculate in Oregon’s economy, driving broader economic benefits for all.

Energy Trust is overseen by the Oregon Public Utility Commission (OPUC) and is accountable for meeting annual minimum performance measures set by the commission. A non-stakeholder, volunteer board of directors sets the strategic direction, policies and annual budgets, and offers independent perspectives.

POSITION SUMMARY
We’re looking for a visionary, innovative, strategic and collaborative leader to lead and advance Energy Trust’s energy efficiency and renewable energy programs into the dynamic energy future. The Director of Energy Programs is an executive level position at Energy Trust, managing the organization’s program teams in the direction, design and implementation of all of the organization’s energy efficiency and renewable energy programs.

KEY RELATIONSHIPS
Reports To: Executive Director, Michael Colgrove, as part of the executive management team.
Direct Reports: A team of 6 senior managers from the Residential, Commercial, Industrial, and Renewables Program; Program Operations; and Program Marketing groups.

Other Key Relationships:

  • Energy Trust’s program staff of approximately 50 highly-engaged, mission-focused, goal-driven team members
  • Executive management team
  • External stakeholders, including:
    • The OPUC and Energy Trust’s funding electric and gas utilities;
    • Various environmental, business and trades advocacy groups and associations;
    • Energy Trust’s board advisory councils – the Diversity Advisory Council, the Conservation Advisory Council and the Renewable Energy Advisory Council;
    • Energy Trust’s Program Management Contractors, Program Delivery Contractors, Trade Allies and other service providers;
    • Communities and community organizations;
    • State and local governments and agencies; and,
    • Our end customers and public interest groups.

ESSENTIAL FUNCTIONS / MAJOR RESPONSIBILITIES

Visionary Executive and Program Leadership

  • Providing vision, strategy, passion and leadership for multiple energy efficiency and renewable energy programs.
  • Motivating, supporting, supervising and mentoring senior program managers and staff to inspire creativity, as well as creating a culture of inclusion, collaboration, innovation and learning.
  • Leading and guiding programs with a strong equity lens to ensure program access and participation for all and to overcome structural and systemic barriers to participation.
  • Driving the strategic vision of the organization in conjunction and collaboration with the Board of Directors, Executive Director and the entire executive leadership team.

Financial Management and Portfolio Performance Reporting

  • Responsible for a significant program budget; for example, in 2021, the program budget included $115 million for incentives and $56 million for delivery, out of a total organizational budget of $206.5 million.
  • Spokesperson for quarterly and annual reporting, including program strategies, activities, and results presented to the Oregon Public Utility Commission, utilities, advisory councils and in other public forums.

Stakeholder Relations

  • Fostering and developing culturally informed relationships with and services for a wide range of customers and stakeholders, including BIPOC, urban and rural communities and low-income customers.

REQUIREMENTS FOR THE ROLE (MINIMUM QUALIFICATIONS AND CRITICAL COMPETENCIES AND CHARACTERISTICS)

  • 10+ years of operational leadership developing and managing a complex budget and cross-functional, diverse teams. Preferred but not required: additional demonstrated experience coaching and mentoring large teams and/or leading teams through periods of high growth or transformational change.
  • 10+ years of experience with clean energy, energy efficiency and/or renewable energy product/ program development and innovation, along with successful program management, working cross-functionally and with diverse stakeholder groups.
  • Demonstrated senior leadership experience in a customer-oriented field, representing a broad portfolio of programs and/or services.
  • Demonstrated experience in analytics, understanding market and industry trends, and the ability to synthesize data and effectively utilize technology platforms and tools for communication across a wide variety of audiences.
  • Comfort and capability with operating and leading strong, collaborative teams in remote and partly-remote work environments.
  • Willingness to relocate to Oregon or Washington within daily commuting distance of Portland, Oregon, once the team returns to in-office work (Note: some remote work flexibility may continue to be an option).

Critical Competencies for Success
The following competencies are deemed to be important for success in this position:

  • Understanding of key drivers in energy efficiency and conservation, renewable energy, or utility and energy-related industry expertise, including operations in a regulated environment and requirements around transparent measurement and evaluation.
  • Demonstrated leadership commitment and expertise in the issues underlying environmental and climate justice considerations.
  • Demonstrated energy policy leadership across a variety of stakeholders, state level, regionally and nationally (Oregon and Pacific Northwest experience preferred).
  • Demonstrated success in collaborating across a spectrum of stakeholders and diverse customer groups, including communities of color, urban and rural communities, and socioeconomically diverse communities; lived experience is highly desirable.
  • Comfort and capability with public presentation and representing Energy Trust’s broad portfolio of programs and services.
