Regulatory Attorney

The Regulatory Attorney performs as a subject-matter expert to assist INGAA’s General Counsel. The position will involve regular interaction with the INGAA Legal and Rates Committee, Accounting Task Force and Construction Permitting & Compliance Task Force. This employee will work on a wide range of substantive policy and legal matters, such as: pipeline permitting policy, FERC ratemaking and accounting, FERC environmental construction policies, pipeline operations, maintenance, and safety regulations, and federal appellate litigation.

 

Here is what you will be doing:

 

·       Develop policy strategies and draft regulatory filings regarding pipeline ratemaking, accounting, permitting and construction matters.

·       Analyze significant FERC orders, court orders and pleadings and communicate impact to members.

·       Develop expertise with FERC policies and regulations.

·       Research and master relevant caselaw as it pertains to pipeline rate, certificate and environmental issues.

·       Coordinate responses to Legal and Rates Committee and Accounting Task Force inquiries, including collating and analyzing member data.

·       Review and edit, as appropriate, regulatory filings drafted by other INGAA committees as well as amicus briefs prepared by outside counsel.

·       Support Government Relations Committee by assisting with talking points.

·       Prepare presentations for industry speaking events.

·       Participate in various technical conferences and report key takeaways to members.

·       Handle multiple issues simultaneously.

 

Here is what you need to know:

 

Education:

·       Juris Doctorate degree from an accredited law school

·       Must be a member in good standing of a state bar association

 

Work Experience:

·       4 to 6 years relevant work experience is required

·       Natural gas pipeline regulation, FERC, or energy experience strongly preferred

 

Skills:

·       Strong legal research skills

·       Possess a strong work ethic

·       Have experience related to drafting of regulatory filings and/or briefs

·       Strong analytical, writing, and communication skills are critical

·       Ability to work independently within short timeframes

·       Ability to multi-task

·       Ability to meet deadlines on a timely manner

·       Good people skills
