Analyst Regulatory Senior

Job Brief

Primarily analyzes regulations and orders proposed or issued by the California Independent System Operator (CAISO) as it pertains to SRP's participation in the Energy Imbalance Market (EIM), proposals related to developing energy markets in the west, and provides regulatory information and advice regarding the possible impacts of the regulations and orders on SRP.  Also analyzes regulatory policy matters at the Federal Energy Regulatory Commission (FERC) and/or the Arizona Corporation commission (ACC) as a secondary responsibility on an as needed basis. Assists in the development of compliance strategies for SRP. Also responsible for developing negotiating positions for SRP in regulatory and contract discussions and represents SRP in public forums.

Job Responsibilities
  • Analyzes effects of government actions, regulations, legislation, and wholesale market developments in the west on SRP and makes recommendations for addressing the changes. Prepares recommendation material for management consideration.
  • Represents SRP in various regional industry forums and in regulatory matters primarily on CAISO related policy. Regular travel to CAISO can be expected.
  • Produces studies and analyzes, and assesses impacts of federal and state regulations on SRP, other electric utilities, other energy sources, and government actions and regulations. Tracks and performs analytical studies including analysis of CAISO, FERC and ACC regulatory orders and proposed rules. Evaluates study methodologies and analytical work performed by federal and state regulatory authorities and others.
  • Performs as a project leader. Works with various SRP departments to identify regulatory issues and develop compliance strategies. Facilitates the implementation of new regulatory requirements at SRP.
  • Prepares written comments for submittal to CAISO, FERC and ACC. 
  • Develops and maintains relationships with governmental agencies, trade organizations, utilities, and non-governmental organizations.
  • Participates in contract negotiations to identify regulatory issues.
Education
Completion of a Bachelor's Degree from an accredited institution that prepares the employee for the assignment.
Experience

Promotion to level 2 requires a minimum of two years experience at level 1; demonstrated capability to perform advanced and more difficult work as determined by the supervisor.  Promotion to senior level requires a minimum of three years experience at level 2; is fully competent in all aspects of functional area of assignment and as such would be recognized as a specialist in area of assignment and may have periodic or occasional lead responsibilities.

Additional Information

Must be highly specialized in area of utility regulation.  Experience in or with CAISO or another Regional Transmission Operator or Independent System Operator is preferred.
Strong oral, written, and in-person communications skills are required for this position.
Demonstrated ability to pro-actively track and assess regulatory proposals and lead cross-functional teams in developing and implementing appropriate responses.
