Gas Schedulers are responsible for scheduling/nominating natural gas deliveries in a timely and reliable manner in order to help ensure the successful operation and dispatch of NYPA’s fossil-fueled generating facilities.   Additional responsibilities entail the review/reconciliation and recommendation of approval of transportation invoices, including supply invoices and financial settlements in the case of the Senior Gas Scheduler/Analyst, as well as contract administration, accounting, reporting and information management.  Accuracy and timeliness are extremely important requirements as a result of the detailed nature of the work and the need to meet non-flexible deadlines.      

Responsibilities
  • Provide support in reviewing, reconciling and verifying vendor supply and transportation invoices for payment allocation purposes in conjunction with colleagues. 
  • Participate in the scheduling and confirmation of natural gas and/or oil deliveries on a daily (and “24/7” rotational) basis and help resolve fuel supply and delivery problems, as required.
  • Assist in the preparation of month-end accruals and monthly summaries of invoices/payments for the Accounting Department.
  • Assist in the review and verification of financial settlements for fuel and transportation for payment (and/or vendor billing) purposes in collaboration with colleagues.  Prepare and distribute summary reports of monthly financial settlements. 
  • Prepare regular and ad hoc reports.
  • Help maintain information management systems (e.g., “FMS” integrated database system and EXCEL spreadsheets) and departmental documents/records in an audit-ready state. 
  • Help calculate and track daily/monthly delivered gas volumes by pipeline, LDC (e.g., Con Ed and National Grid) and generating facility, including fuel consumption, gas imbalance volumes and oil inventory. 
  • Assist in administering fuel, transportation and related contracts to help ensure compliance with contract terms and conditions in collaboration with colleagues. 
  • Work collaboratively in monitoring applicable pipeline tariffs and rates; staying current on developments affecting transportation to the N.Y. city-gate; and, performing economic analyses (e.g., pipeline rates, fuel retention, spark spreads, etc.) as assigned.
  • Perform special projects, as assigned.
Knowledge, Skills and Abilities
  • Familiar with invoicing and accounting functions, procedures and methodologies as well as applicable internal policies and procedures required. 
  • Good analytical ability and numbers comprehension required.
  • Thoroughness and attention to detail required.
  • Ability to multi-task and work as part of a team required.
  • General understanding of the economic impact of decisions within the incumbent’s scope of authority required.
  • Strong organizational and administrative skills required.
  • Ability to interface and communicate effectively with stakeholders both inside and outside the organization required. 
  • Ability to use fully integrated database systems such as the “FMS” system and pipeline Electronic Bulletin Board (“EBB”) systems, including software programs (i.e., Microsoft Excel and Word) required. 
  • Familiar with fuel scheduling procedures, processes and methodologies preferred. 
  • Basic understanding of NYPA transportation, balancing and fuel supply agreements, including daily/monthly fuel supply arrangements preferred.

      Education, Experience and Certifications
      • A Bachelor’s Degree in Business, Accounting or a related discipline required. 
      • Basic experience in maintaining books, financial recordkeeping and/or the fuel industry is preferred.
      Physical Requirements

      Ability to sit at a desk and use a computer and telephone.
