General Manager

City Utilities of Springfield is seeking qualified candidates for our General Manager position.

 As the Chief Executive Officer for City Utilities, the General Manager serves as the strategic leader for City Utilities’ vision and mission, provides overall direction for the efficient operation of City Utilities, and advises and makes recommendations to the Board of Public Utilities with respect to these activities and policies.

 Successful candidates must possess the following qualifications:

  • A four-year degree from a college or university with a major in engineering, business, management or related field. An advanced degree is preferred.
  • Experience is required in management of staff responsible for a wide range of programs and activities.
  • Excellent leadership skills and a high level of integrity are important to build and maintain effective working relationships with staff, employees, the Board of Public Utilities, the City Utilities Citizens’ Advisory Council, and the City Council.
  • Ten years of responsible management experience in the operation and management of an electric utility is required; experience in a multi-disciplined municipal utility is preferred.
  • Experience must include a strong background in the operations and management of a fully integrated electric system which includes generation, transmission, and/or distribution. Experience with one or both of the following commodities is preferred:
A strong background in the operation and management of a fully integrated natural gas system, including construction, operations, and acquisition.

A strong background in the distribution, operation, and management of a fully integrated water system, including water supply and/or water treatment.

  • Experience and in-depth knowledge of the structure and operation of federal, state, and local governments, including experience in legislative, administrative agency rule-making procedures, and establishment of rates are required.
  • Must possess exceptional writing ability, as well as the ability to present material in written form that is understandable to both the technical and nontechnical reader.
