Berkeley Lab’s Environmental Analysis Environmental Impacts Division has an opening for a Program Manager. This position leads the planning and implementation of complex research projects in the field of industrial energy efficiency policy, combined heat and power (CHP), technical analysis and program design, at the state, national, and international levels.  Working under the general direction of the co-Team Leads, the program manager formulates, secures funding for, and implements broad research goals. The program manager works with research teams to develop program objectives, determine program and budget requirements, prepare proposals, and develop organizational, staffing and program plans. The program manager also plays a key role in successful project execution by managing project implementation, including oversight of contract management function, monitoring performance to meet customer/sponsor requirements, managing subcontractors, and developing task status and budget reports. The program manager will supervise other program and support staff, develop staffing plans, and participate in the selection of any new staff.

 

What You Will Do:

Manage the formation of project teams, which may include client(s), technical staff, collaborators, subcontractors, along with contract and financial staff. 

• Manages client/sponsor relationships multiple projects (of various sizes and complexities) with limited oversight.

• Communicate progress on milestones and budgeting issues using project management and budgeting tools.

• Interface with sponsors on technical as well as programmatic issues, including development of new project opportunities and participation in strategic planning.  

• Provide considerable input in shaping research objectives.

• Identify potential sources of funding.

• Develop proposed scope of work and budget with limited supervision, including identification of project resources and formation/expansion of team to ensure proposal success.

• Interact with client/sponsor during proposal development through award.

• Work with subcontractor specialist to help manage subcontractors.

• Ensure subcontractors meet deliverables and schedules.

• Summarize subcontractor monthly report for USDOE.

• Prepare written materials for a broad spectrum of internal and external audiences.

• Make presentations about current industrial research projects, including connections to other such research globally, to both internal and external audiences.

 

Additional Responsibilities as needed:

Travel domestically as needed.

• Attend meetings in Washington DC on a monthly or quarterly basis.

 

What is Required: 

• Bachelor’s degree in mechanical or electrical engineering or a related field with a minimum of 8 years in the area of industrial energy efficiency and/or CHP.  

• A Professional Engineer (P.E.) license may be substituted for up to 3 years of relevant experience, including 1 year of industrial energy efficiency/CHP experience. 

• A general understanding of industrial processes and CHP. Experience shall include program planning, proposal development, scheduling, budgeting and operations in a research or technical setting. Experience utilizing computerized databases and information systems, including scheduling and tracking software.  

• A general understanding of industrial sector energy efficiency and energy management systems.

• Ability to organize a team of diverse colleagues to produce high quality research projects, and to collaborate with researchers, managers, funders, and external partners on multi-organization. research projects. Ability to supervise program or support staff.

• Demonstrated expertise in all aspects of project/initiative planning, budgeting and scheduling.

• Demonstrated ability to develop proposals/projects and secure funding.

• Ability to work within the operational requirements of US Department of Energy programs.

• Knowledge of U.S. Department of Energy program operations and procedures.

• Experience with  managing conflicting priorities from external and internal stakeholders.

• Experience with managing subcontractors.

• Experience with design and implementing program plans, and contribute creatively to address new challenges;

• Demonstrated experience working independently given knowledge of broad program goals and objectives; ability to recognize problems and identify appropriate actions for resolution; and

• Excellent oral communication and written skills, including ability to compile information on complex subjects and issues in presentation form appropriate for clients/sponsors. 

• Ability to organize and chair large meetings.

 

Additional Desired Qualifications:

•  Masters degree in economics, business, or a related field and a minimum of 12 years relevant work experience.

• Knowledge of Laborator Subcontractor relationships.

• Supervisory experience.

• CP EnMS – Industrial credential.
