PRINCIPAL DUTIES:
Perform high-level strategic management duties to direct the Electrical Utility Services in the Citys Power and Communications Department (LPC). Responsible for management of the functions, administration, and staff members within the engineering, operations, metering, customer services, marketing, administration, financial, and other business functions as related to the Electric Utility. Responsible for a wide variety of administrative, technical, and professional programs related to Electrical distribution. Coordinate strategic planning and development, monitoring and updates. Oversee the development and analysis of the budget, rates and fees, Federal, State, and Industry compliance reporting, environmental management, business development coordination, business statistical analysis, performance measurement and reporting, trend analysis, competitive assessment, long-range financial planning, and customer information system interface with all City divisions. Work closely with the NextLight Director. May represent the City of Longmont on the Platte River Power Authority Board of Directors. Direct planning, organization, and administrative activities including business services, marketing, and customer services, distribution operations, and engineering divisions. Oversee departmental budget. Develop and implement goals, objectives, policies, and priorities for the Electric Utility of LPC in accordance with City vision, planning and community needs. Establish policies, procedures, and long-range plans for department operation and maintenance. Ensure that the electric capacity demands of the community are met in a safe, responsive, reliable, environmentally sensitive and cost effective manner. Review and oversee performance measures, including internal and external customer relations, operation, and planning. Review best in class assessments with other utilities for a variety of aspects including rate analysis, load and usage, operational best practices, and other applicable processes. Conduct business planning and analysis to ensure high quality, cost-effective operations and achieve results. Direct trend analysis and provide periodic reports for performance factors and financial status, utilizing data from various sources. Oversee and implement the Citys Renewable Energy Goals and Programs. Work with City management, community members and elected offices to refine and revise the programs periodically. Oversee and implement Master Planning for the Electrical Utility that guides the development of Utility Plans, CIP, and asset management plans and strategies. Ensure a focus on emerging technologies and position the utility to use technology advances when cost and operationally appropriate. Ensure safety practices are a priority and that all departmental, City, and industry safety regulations and policies are communicated, understood and adhered to by staff. Oversee, prioritize, and implement the Utilitys Capital Improvement Plan that addresses short and long range planning, projects and programs. Direct and approve the development and implementation of short and long range planning studies concerning Electric systems and services. Oversee and implement the Utilitys asset management plan and coordinate with the Utility Financial and Capital plans to ensure appropriate resiliency and reliability standards are met. Oversee the preparation and implementation of emergency response plans including critical decision making and resource deployment necessary to resolve emergency conditions. Develop effective relationships with industry professionals and industry organizations, City Council, and others to ensure quality service delivery. Be an industry leader and represent the electric utility at various industry events and organizations. Develop effective relationships with customers. Interview and seek resolution to the highest level complaints, concerns, and issues related to electric services. As directed, Represent the City of Longmont on the Platte River Power Authority Board of Directors (PRPA). Effectively monitor and evaluate issues effecting the PRPA and promote and support appropriate operating strategies. Work on strategic issues with the other PRPA owner municipalities. Oversee the selection, retention, and promotion of employees within Electric Utility. Supervise, empower, train, and evaluate multiple manager and other level employees ensuring goal accomplishment and performance consistent with City values and expectations. Lead, train, develop, guide and mentor employees toward improved performance in a manner consistent with City values and expectations. Practice an inclusive supervisory style with people from a variety of backgrounds, ethnic or racial groups, age groups, personality styles, and genders.
Demonstrate behavior that sets a positive example for integrity, fiscal responsibility, and professionalism. Perform essential duties and additional tasks in a manner which embraces and demonstrates alignment with City Attributes.

WORKING ENVIRONMENT: Work is generally performed in standard office environment. Frequent use of technical office equipment including personal computer, document preparation equipment, telephone and fax machines. May involve the ability to move 15 -20 pounds, mobility through diverse work environments, and frequent exposure to stress associated with varied and complex tasks. May be required to work long or non-traditional hours to fulfill organizational needs, projects, or special circumstances. Exposure to frequent interruptions.

QUALIFICATIONS:
Bachelors Degree from an accredited college or university with major coursework in Electrical Engineering, Business, or equivalent. A Masters degree in related programs is preferred. A minimum of six years of increasingly responsible experience in the administration of an electric utility. Prior supervisory responsibilities required. An equivalent combination of education and experience may be considered. Leadership, communication, and interpersonal skills. Principles of business organization, administration, financial and human resource leadership, performance management, and performance improvement methodologies. Theory and practices of electrical engineering; distribution; and substation system operations, design, and planning. Applicable federal; state; and regional laws, regulations, codes, and ordinances. Utility rate structure principles and practices applicable to evolving industry structures. Construction standards; methods; materials; and equipment used in electric distribution, construction, and maintenance. Computer systems and applications as related to utility design, system planning, project tracking, and operations. Potential electric utility deregulation issues and effects, regional market transmission organizations, environmental issues and impacts, and other emerging issues. Principles of sales, marketing, and customer service theory and practices. Spanish is desired but not required.
