Berkeley Lab’s Energy Analysis and Environment Impacts (EAEI, https://eaei.lbl.gov/) Division has an opening for a Research Scientist to join the Electricity Markets and Policy Group (https://emp.lbl.gov/)!

 

In this role, you will analyze public interest policy issues and conduct research projects on key electricity market issues, including electric power system reliability, energy efficiency, demand response, renewable energy, distributed energy resources, and energy sector modeling.

 

What You Will Do:

• Develop, design, and implement utility system financial models that quantify the impacts of distributed energy resource portfolios under alternative utility business models (e.g., shareholder incentive, decoupling mechanisms, rate designs) on the earnings of utility shareholders and bills and rates of customers.

• Lead quantitative analysis of the impacts of distributed energy resource portfolios on utility stock prices under different investment scale, risk and return environments.

• Conduct technical and economic analysis and forecasts of demand response resources as part of regional transmission planning purposes, including modeling and characterization of demand response resources, in conjunction with broader regional planning efforts and participate in regional transmission working groups.

• Provide technical assistance to various agencies (federal and state governments, non-profits, foundations, and other institutions) on emerging electricity market topics, including evolving utility regulatory models and business models, utility stock valuation, retail rate design, demand response, and regional transmission planning.

• Design, develop and manage large databases and develop complex electronic spreadsheets for energy and economic analysis.

• Connect with stakeholders to determine key policy issues in order to determining future research objectives, and develop strategic collaborations to increase the effectiveness of technical work undertaken.

• Identify funding opportunities and develop proposals in order to obtain funding for innovative research areas in electricity markets and policies.

• Author or contribute to conference papers, laboratory reports and refereed journal articles on utility regulatory and business models, utility stock valuation, retail rate design, demand response, and regional transmission planning. Contribute to technical memos, summarizing key analysis results. Write and edit sections of reports summarizing methods, data sources, results, conclusions, and/or energy policy implications along with providing appropriate graphics that clearly illustrate results. Present results at energy policy and scientific conferences.

• Provide information and consultation in response to requests from outside the Group, Program, and Laboratory.

• Participate in group leadership and assist, group members, and other members of EMP at large with data analysis problems regarding various electricity markets and policy topics, analysis methods, and data sources.

 

What is Required:

• Graduate degree in Economics, Engineering, Public Policy, Energy and Resources, or closely related field and 5 years relevant professional experience conducting analysis of energy efficiency, demand response and distributed energy resource impacts on utility business models or the equivalent combination of education and professional experience.

• Expertise in electric utility ratemaking principles and rate-of-return regulation.

• Understanding of economics, utility supply-side, renewable, end use efficiency and load management technologies.

• Excellent abilities to supervise, lead research teams and interact with research managers. 

• Demonstrated ability to obtain research funding and to support supervisees in their seeking research support.

• Demonstrated oral, written, and interpersonal communication skills.

• Proficiency with MS Word, MS PowerPoint, MS Access with advanced mastery of Analytica and MS Excel.

• Proven ability to lead or co-author of technical papers, reports, and refereed journal articles. 

• Proven technical writing and editing skills with the ability to prepare materials and write sections of reports. 

• Proficiency developing presentations, presenting research results and representing the group at meetings, workshops, and conferences. 

• Strong public speaking and presentation skills. 

• Proficiency in various methods of electronic data transfer and familiarity with web-based research. 

• Demonstrated collaboration skills with the ability to respond to short-term client needs, work with members of project teams, and collaborate with industry and international experts. 

• Proven ability to work with multiple principal investigators on several concurring projects, supervise the activities of others, and to work successfully in an interdisciplinary environment collaborating with colleagues and others from a diversity of fields.

• Interest in energy and environmental issues.

• This is a full time, M-F, exempt from overtime pay (monthly paid), career appointment.
