Berkeley Lab’s Energy Technology Area (ETA, https://eta.lbl.gov/) has an opening for a Deputy of Operations. The Area Deputy of Operations serves as a key member of Energy Technology Area leadership and a key member of Berkeley Lab’s operational leadership team. The Deputy of Operations partners closely with the Associate Lab Director (ALD) and division leaders to provide strategic vision and oversight of the Area’s business and safety operations in support of ETA’s research enterprise comprised of four scientific divisions. The Deputy of Operations supports and acts on behalf of the ALD in day-to-day direction, management and planning related to ETA’s infrastructure and business functions, and ensure effective and efficient delivery of business services. The individual in the position will work in partnership with ETA leaders for long and short-term strategic planning, priorities and implementation. The Deputy of Operations provides effective formulation and implementation of operational plans that support the effective administration of the prime contract and the programmatic goals of the ETA. The Deputy of Operations also serves as a primary spokesperson on behalf of the Area.

 

What You Will Do:

• Serve as a key member of ETA’s leadership team and a key member of Berkeley Lab’s operations leadership in providing institutional stewardship.

• Partner with the ALD to discuss, strategize and prioritize actions and issues impacting the ETA organization. Consult regularly with the ALD, division directors, and senior Area Office staff (ETA Council or ETAC) to discuss, strategize and prioritize activities.  Anticipate and develop new operational principles and strategies for changing business and compliance needs. 

• Develop and maintain critical networks, maintain productive working relationships and collaborate with senior managers across the Laboratory, Lab legal counsel, UC and DOE, and with other external organizational leaders as needed to address ETA operations issues.  Work closely with Lab’s wider operation team including EH&S, Facilities, and CFO office to make sure the Area is in tune with Lab’s operation at large. 

• Manage 47 operations FTE including 8 direct reports. Working in partnership with the Sr. Business Manager, ensure the effective and efficient delivery of business services in support of ETA’s research activities across four scientific divisions including Building Technologies and Urban Systems (BTUS), Energy Analysis & Environmental Impacts (EAEI), Energy Storage and Distributed Resources (ESDR)  and Cyclotron Road, with total funding of $125M in DOE and non-DOE sponsors.  

• Oversee business activities and services to 128 Principal Investigators and other senior research staff while ensuring compliance with contract requirements for DOE and non-DOE sponsors.   

• Partner with LBNL Human Resources to ensure best practices in area-wide workforce management for ETA’s 422 employees and 300+ affiliates.

• Provide oversight of the Area’s Human Resources related activities including hires, reclassification/ promotion, salary management, performance management, employee/labor relations, training and development, recognition and awards.

• Work in partnership with Lab matrixed organizations to oversee services in the following areas: 

   - Proposals development.  

   - Related pre-award support services including contract negotiation and compliance, human subjects, and Institutional assurance. 

   - Financial planning, budgeting and monitoring for research programs.  

   - Sponsor and institutional compliance.

   - Formulation and management of indirect budgets totaling $11M.  

   - Decentralized operations services including; travel, procurement, property management, desktop computer support and staff training. 

• Oversee the area’s safety operations including assigned safety roles and responsibilities, training compliance, monitoring and support, walk-throughs, corrective actions and reporting.  

• Work in collaboration with the Division Operations Deputies; serve as Chair of the area’s Research Operations Council to address policy, safety, and other issues affecting the effective operations of the divisions.

• Provide oversight for the management of facilities, including infrastructure upgrades and construction projects and work continuously to optimize the Division’s preparedness for current and future research needs. 

• Represent the Area in Lab-wide forums and meetings and initiatives as appropriate.  

• Serve on institutional committees, panels.

• Other duties as assigned. 

 

What is Required: 

• Bachelor's degree in business or related field and/or 5-15 years of equivalent applicable experience.

• Demonstrated outstanding organizational and managerial skills combined with a minimum of 10 years of experience successfully leading operations organizations to achieve strategic objectives and goals.

• Demonstrated knowledge and leadership ability in financial and management, budget formulation and execution, procurement, property management, human resource management and administrative management in a research or technical environment.

• Substantial experience overseeing the management of a complex portfolio of research funding from a diversity of non-DOE funders. 

• Exceptional internal and external relationship and team building skills as well as adept leadership skills to effectively interact with senior level Laboratory, UC, DOE, sponsors and other organizational high-level staff. 

• Demonstrated ability to make independent decisions consistent with organizational goals, policies and procedures. 

• Willingness and demonstrated effectiveness at addressing challenges directly. 

• Effective consensus building and negotiation skills. 

• Demonstrated ability to manage, motivate, direct and lead effectively among a diverse group of scientific technical and operations personnel. 

• Demonstrated excellent judgment and ability to take decisive action without all desired information. 

• Previous experience with managing sensitive employee relations issues and with managing represented staff. 

• Proven change management leadership of across complex business structures; experience in developing best practices and managing major process re-engineering initiatives in a rapidly changing and technological environment. 

• Demonstrated knowledge of relevant Laboratory, DOE and UC policies, procedures and practices or ability to learn and master this information quickly and effectively.  

• Knowledge of LBNL’s core scientific and technical competencies and of LBNL’s organizational and operational structure and function. 

• Ability to identify and articulate goals, formulate strategies and execute plans to accomplish organizational goals. 

• Effective consensus building, negotiation and conflict resolution skills. 

• Strategic planning and implementation skills. 

• Executive-Level written and oral communication and negotiation skills.
