JOB DESCRIPTION:
This position is located in the Civil Rights and EEO (CE) organization of Compliance, Audit and Risk Management (C), Deputy Administrator, Bonneville Power Administration (BPA). Office of Compliance, Audit & Risk Management reports to the Deputy Administrator. The Executive Vice President of Compliance and Risk Management is a principle Bonneville Power Administration (BPA) executive and is responsible for leadership, strategic planning and oversight of Civil Rights & EEO, Compliance and Governance, Risk Management and Internal Audit. The EVP of Compliance and Risk Management oversees and provides direction, guidance for policy and program integration and execution that rigorously maintains regulatory compliance and supports BPA’s mission, values and goals. Civil Rights and EEO is responsible for Equal Employment Opportunity (EEO) Title VI and VII compliance and conflict resolution programs. 


A successful candidate in this position will serve as the BPA Equal Employment Manager and manager of the Civil Rights and EEO organization with primary staff responsibility for all equal opportunity functions delegated to the BPA. This includes affirmative action, special emphasis programs (e.g., Hispanic employment programs, Federal women's program, etc.), minority and female recruitment planning, and complaint investigation and adjudication activities. The incumbent plans, organizes, directs, staffs, carries out, and evaluates an equal employment program that, in addition to meeting basic regulatory requirements, is recognized by higher levels of management as providing an outstanding level of positive management consulting services and program efforts which focus on changing management policies and practices that constitute barriers to equal employment.

As the Equal Employment Manager you will:

  • Serve as the Equal Employment Manager and manager of the Civil Rights and EEO organization with responsibility for developing, implementing and evaluating all programs and policies to ensure the timely delivery of products and programs in support of Bonneville’s strategic business objectives. 
  • Direct Civil Rights and EEO; assume accountability for the success of its programs, functions, and activities; and monitor the progress of the organization toward its goals, periodically evaluating and making appropriate adjustments.
  • Work directly with executive-level personnel, managers and staff in BPA; other Federal agencies; State and local authorities; public and privately-owned utilities, manufacturers and providers of goods and services utilized by BPA; private industry; public groups; and any appropriate regulatory organizations. 
  • Justify, defend, or negotiate to obtain or commit resources, and in gaining compliance with established policies, regulations, or contracts. 
  • Represent BPA as a technical expert in internal and external committees and working groups for resolving critical problems. 
  • Evaluate and make recommendations concerning overall plans and proposals for major BPA, DOE, and interagency projects and implementing national level guidance. 
  • Participate in conferences, meetings, hearings, or presentations involving problems or issues of considerable consequence or importance to the BPA, and often representing BPA on panels and forums.
