The Lawrence Berkeley National Laboratory is seeking a dynamic research leader to serve as the Associate Lab Director for Energy Technologies. As a U.S. Department of Energy national laboratory, Berkeley Lab does groundbreaking research over a wide range of science and develops solutions for some of the nation’s most pressing technological challenges. The mission of the Energy Technology Area (ETA) is to perform analysis, research, and development leading to better energy technologies and the reduction of adverse energy-related environmental impacts.
The Associate Laboratory Director (ALD) for Energy Technologies will be charged with building innovative applied energy sciences programs that will leverage Berkeley Lab’s existing strengths in advanced materials, computation, earth sciences, engineering, physics, and biology. The ALD will also be charged with stewarding, strengthening, and diversifying Berkeley Lab’s world-renowned portfolio of programs in energy-efficiency technologies and systems analysis. Finally, the ALD is responsible for translating the results of ETA’s research to the private sector as efficiently and rapidly as possible.
Reporting to the Laboratory Director, the ALD for Energy Technologies has Laboratory-wide responsibility for accelerating the translation of basic and applied research results into real-world energy applications. The ALD will supervise ETA’s research divisions and connect them with the related basic research areas across the Laboratory. The ALD is responsible for strategic planning, responsible management of people and facilities, research quality and integrity, and communication about ETA research. He/she is also a key member of the Laboratory’s senior leadership team providing advice, counsel, and insight to the Laboratory Director and Deputy Lab Directors on the formulation and execution of the Laboratory’s strategic priorities and initiatives.
In addition, the ALD for Energy Technologies will develop a strategic vision for using Berkeley Lab’s proven capabilities to become a leader in accelerating technology innovation from first discovery to first commercial use. To accomplish this, the ALD will develop new models for rapidly advancing innovation within the framework of a National Lab. He/she will develop new initiatives, a clear set of principles for action, and help to affect culture change across the Laboratory in these areas.
The Associate Lab Director for Energy Technologies is responsible for:
Strategic Planning 10%
• Develops joint portfolio of multidisciplinary proposals addressing the strategic priorities of Energy Technologies.
• Develops the strategic plan for ETA’s science, technical, and operational support.
• In collaboration with Division Directors, periodically reviews organizational structure and programs to ensure they support ETA’s short- and long-term strategic objectives [e.g., annual division reviews].
• Identifies critical research collaborations with other scientific disciplines within Berkeley Lab, fellow national laboratories, academic institutions, and private sector entities.
• Proactively promotes science education and works to build pipeline of next generation researchers through outreach and education programs with other national laboratories and learning institutions.
Scientific and Technical 55%
• Actively ensures that ETA’s scientific programs and research correspond with the Laboratory’s overall mission.
• Integrates the scientific program across ETA and is responsible for science and technology Performance Evaluation Measurement Plans (PEMP) in this Area.
• Acts as chief spokesperson for ETA to the University, DOE, external agencies and internal groups.
• In accordance with ETA's strategic plan, designs, articulates, and develops the Area's long and short term scientific/technical project and program goals.
• Effectively manages Division Directors responsible for programmatic activities within their respective division.
• Leads and builds consensus with other ALDs to develop Laboratory policies and guidelines.
Operations 25%
• In collaboration with the Area’s Division Directors, develops short-term and long-term financial strategies to ensure proper funding levels. Evaluates new funding sources and oversees the preparation and development of Area’s annual budget plan.
• Works with Division Directors to identify potential funding opportunities.
• Ensures adherence to appropriate financial, procurement, budget, property, and accounting policies, procedures, and protocols.
• Ensures programmatic and project operations are cost effective, efficient and optimized within constraints of ETA’s budget.
• Ensures all Area management takes responsibility for financial management.
• Oversees the recruitment and retention of national and international talent utilizing suitable search criteria and applying equal employment opportunity principles for a diverse applicant pool and employee workforce.
• With Division Directors, ensures proper management of HR responsibilities (e.g., salary administration, staffing, performance management, diversity, employee development, etc.)
• Responsible for key decisions regarding senior staff, including compensation, evaluation and organizational structure.
• Develops talent in senior scientific and management positions through assessments, mentoring, development plans and succession planning strategy.
• Leads by example to proactively promote principles of diversity, equity and inclusion, and to ensure compliance with EEO/AA requirements and best practices.
Communication 10%
• Effectively communicates relevant information to key internal and external stakeholders.
• Leads communications strategies across the Area on multi-disciplinary programs and initiatives.
• Holds regular meetings (e.g. monthly) with direct reports, and ensures the effective collaborations and integration of Area programs
Key Success Factors (Qualifications):
• Advanced degree in area of relevance to scientific programs at the Lab and equivalent experience.
• Recognized as a respected expert and leader in his or her scientific, engineering, technical, or operational field. As applicable, well regarded by peers at national laboratories, within the DOE complex, in the UC system, and/or other relevant national and international organizations.
• Must be published as appropriate and/or recognized by awards and honors.
• Awareness of specific regulatory requirements (DOE, UC).
• Proven experience translating technical opportunities as well as adapting and creating best practices.
• Experience successfully leading and managing a multi-disciplinary operational, scientific and/or engineering research program, with extensive understanding of the issues and challenges of running a large organization.
• Must have a proven track record as a visionary yet practical leader with the ability to envision better ways to accomplish objectives, lead implementation of ideas, create opportunities, and mitigate constraints affecting success.
• Experience in successfully developing a strategic plan, making high-level strategic decisions and representing a multi-disciplinary operational or scientific program to both internal and external management.
• Experience managing administrative activities for an organization including fiscal responsibilities, HR, property management, EH&S, and facilities management.
• Demonstrated intellectual leadership and critical thinking skills. Must be intuitive, possess the ability to challenge the status quo, and find synergy from different ideas and approaches.
• Track record of collaborative and decisive decision making while exercising sound judgment to evaluate and take acceptable risks.
