Senior Contract Analyst

This is the third level of the Contract Analyst classification hierarchy. Employees at this level manage work in a minimum of three areas of specialization, with minimal supervision. Incumbents are expected to develop advanced skills and to have the ability to work independently, with guidance limited to unusual or complex projects or issues. They are fully competent in use of concepts and procedures . They identify problems, develop solutions and take actions to resolve. Under minimal supervision, works independently to perform a variety of duties in support of Regulated Fuels Group contracts. The Senior Contract Analyst is responsible for administration and maintenance of fuel supply and transportation contracts.

The Senior Contract Analyst performs a variety of duties in support of Regulated Fuels: Manages, coordinates, analyzes, resolves issues and review internal energy trading, transportation, coal, fuel and by-product contracts and process payments for coal and fuel shipments for regulated entities. Provides contract information and interpretation to internal and external parties. Act as a liaison between personnel from trading marketing, risk, credit, billing/confirmations to ensure prompt, efficient contract execution and payment to vendors. Coordinates the filing of contracts with regulatory bodies. Also, research and maintain a working knowledge of contract practices and federal regulations.

Duties and Responsibilities:

Review and verify Comtrac data ensuring correct representation of actual contract details, including coal base costs, premium/penalty requirements, transportation costs and fuel oil costs. Input quality adjustment formulas into Comtrac

Verify payment amounts, make changes as required and forward to fuels accounting for payment. Identify and research discrepancies on invoices and reports and seek resolution with internal and external parties. Maintain relationships and real time communications with suppliers, transporters and operations personnel regarding quality of data exchange and manage expectations around quality and quantity reporting

In addition to general contract management, prepare and enter contracts into the document control management system

Assist with Public Service Commission and External/Internal Audit requests. Assist with preparation of the FERC 580 Report (every two years)

Regular and ad hoc analysis and reporting of fuel supply and transportation data. Monitor supplier performance and communicate issues to Fuels Originators and Logistics Personnel, as well as work with personnel in various parts of the organization and external customers to ensure that regulated fuel supply and transportation contract needs are met and issues are resolved

Basic/Required Qualifications:

Bachelors degree and five years experience in legal, commodities, coal, contract management or accounting in the energy industry

Desired Qualifications:

Experience with energy or coal industry contract administration

Contract analysis experience (ability to interpret contracts)

General accounts payable or accounting experience

Experience with accounting systems

Experience with ComTrac

In-depth knowledge in areas of specialization (ISDAs NAESBs, CXL performance reporting, audit preparation, inventory management)

Demonstrated work experience with People Soft, CAPS or similar large applications

Demonstrated good written and verbal communication skills

Strong attention to detail

Proficient in Microsoft Office Products, particularly Excel is highly preferred

Candidate must be a team player, customer service oriented, have advanced degree of analysis/problem solving skills, and the ability to manage multiple assignments and meet deadlines on a timely basis with a high degree of accuracy
