Policy Advisor

The Policy Advisor provides a broad range of advice on subject matters related to the regulation of electric, natural gas, and local telephone services in the District to assist the Chairperson or a Commissioner with the performance of her/his duties. The required advice may involve legal, technical, economic, public policy, and administrative matters. Reviews and analyzes briefing papers and technical memoranda on designated policy issues prior to and after formal case hearings along with pertinent documents filed in formal proceedings. Reviews drafts of Commission orders along with supporting materials, including memoranda, pleadings, transcripts, Commission regulations, and prior Commission orders. Monitors activities of the D.C. City Council, the Office of the Mayor, Office of Documents, and other District agencies; the Federal Energy Regulatory Commission, the Federal Communications Commission, the U.S. Department of Energy, Pipeline and Hazardous Materials Safety Administration at the U.S. Department of Transportation, and other federal agencies. Evaluates proposed actions for policy and procedural consistency to ensure the disposition of issues is consistent with the Commission’s precedent and strategic policy direction. Analyzes proposed notices and legislation, proposed and final rulemakings, court opinions and other issuances and advises on their impacts. Prepares or reviews speeches on public utility, competition, and other related issues to present to community groups, civic or trade associations, and other organizations. Attends and participates in meetings and conference calls on issues of regional and national concern convened by the National Association of Regulatory Utility Commissioners, Mid-Atlantic Conference of Regulatory Utility Commissioners and other associations and organizations.

Degree in law, economics, engineering, or public policy preferred.


Proficiency in the use of Word and Outlook; basic knowledge of Excel and PowerPoint; basic knowledge of Westlaw and other research tools; and knowledge of D.C. City Council’s legislative management information system (LMIS).
