Electrical Engineer

This position is located in the Office of People’s Counsel, Litigation Services Division. The employee in this position works primarily on advising the Office of the People’s Counsel on a variety of matters related to electrical and natural gas distribution networks. The Electrical Engineer functions as a technical advisor to and under the general direction and supervision of the Director of Litigation on matters pertaining to electrical energy efficiency and conservation, and electrical system safety, reliability and quality of service.  Knowledge of emerging issues related to undergrounding of electrical distribution network, the implementation of Advanced Metering Infrastructure and natural gas pipeline replacement.
  • Develops and recommends policies and objectives related to the programs and activities under assigned jurisdiction.
  • Designs and evaluates electrical energy efficiency and conservation programs, and monitors and evaluates tests and simulations of energy efficiency equipment, facilities, appliances and lighting to determine compliance with District and Federal regulations, and industry codes and standards.

 

  • Works with meter and billing systems. Organizes work relating to the systems and deals with various multiple projects while meeting goals and deadlines.
  • Works with natural gas and electric distribution compliance matters as they relate to the rules and statues within established jurisdictions.
  • Determines and recommends changes in operations and procedures for electrical distribution system reliability and safety.
  • Maintains and updates electric power outage, electricity quality of service, power quality, new residential service and billing error reports and databases, monitors remedial actions, and prepares periodic reports for possible use in formal proceedings.
  • Reviews filings and reports submitted by the local distribution company and prepares advisory memoranda as required. Assists with the development of pleadings, discovery requests and memoranda.
  • Monitors, analyzes and makes recommendations from the periodic reports on reliability and performance benchmarking from the proceedings and publications of the various electrical industry organizations and research institutes, such as the Electric Power Research Institute (EPRI), Institute of Electrical and Electronic Engineers (IEEE), National Electrical Manufacturers Association (NEMA), Southern Electric Exchange (SEE), Edison Electric Institute (EEI), Association of Edison Illuminating Companies (AEIC), and Electric Power Apparatus Committee.
  • Performs other related duties as assigned.

 

MINIMUM REQUIREMENTS:

  • B.S. Electrical Engineering from accredited four (4) year college
  • 2-4 years’ experience in electrical and natural gas distribution networks
  • Substantive working knowledge of utility meter system operations
  • Proven ability to interpret and prepare reports on utility meter system operations
  • Demonstrated ability to communicate clearly and persuasively

 

PREFERRED QUALIFICATIONS:

  • Hold a current (PE) Professional Engineer’s License
  • Ability to work with retained legal and technical contractors
  • Substantive working knowledge of advanced metering infrastructure
