CHIEF ENGINEER, OFFICE OF INFRASTRUCTURE & SYSTEM PLANNING

(MSS-15, Salary Range: $101,234 - $141,727)

The Chief, Office of Infrastructure and System Planning is primarily responsible for providing professional engineering and other technical support on all matters relating to the planning, design, construction, operation, maintenance and replacement of all infrastructure and systems utilized by the electric, natural gas and local telephone companies in the District. Reviews, critiques, and investigates infrastructure and system plans and reports filed by utility companies. Coordinates the inspection of utility facilities and operations to ensure safe, reliable, efficient and economic services. Determines infrastructure and system planning metrics, trends and performance; determines adequacy and sufficiency of infrastructure and systems planning methodologies and drafts recommendations for improvements. Establishes, maintains, and ensures the quality of data and documents in the Commission’s official infrastructure and system planning database and public transparency website/web page. The Chief monitors, analyzes, and reviews utility companies’ plans, proposals, designs, construction and maintenance of infrastructure and system upgrades and replacement, including the Mayor’s Task Force on proposed undergrounding of electrical distribution systems. Represents the Commission in meetings of the National Association of Regulatory Utility Commissioners. Supervises a staff of gas, electrical, civil, and general engineers and a program assistant and reviews their work projects for consistency with agency policies, regulations, and contracts and professional engineering standards. Job Requirements

Mastery of engineering practices and principles as evidenced by degrees and work experience.


Managerial experience in planning, reviewing, and supervising the work of engineers and other technical staff, and in serving intechnical advisory capacity to policy makers.
